Established in 1994, as the merger of two groups - the Association of Newfoundland and Labrador Archivists who represented individuals, both professional and volunteer, working with archival collections in the province; and, the Newfoundland and Labrador Council of Archives (NLCA) representing the interests of institutions, corporations or associations whose mandates included the preservation and management of their archival holdings.

The mandate of the Provincial Information and Library Resources Board is to ensure library materials, information and programs are available to meet the needs of the public. This is achieved through a network of 96 centers divided into three regions and the Provincial Resource Library Division (which includes the St.John's Library System).
